What is ATRI?
The ASEAN Total Rewards Institute (ATRI) is Southeast Asia’s world class learning and certification provider dedicated to the total rewards profession. Founded in 2014 by Thomas A. Farmer and Mr. Federico R. Marquez, Jr., ATRI seeks to meet a need among ASEAN’s compensation and benefits practitioners for accessible, global-quality training and certification.
ATRI offers competency-based training, assessment and certification to ensure practitioners possess essential job-related knowledge, skills, and attitudes for effective job performance. All courseware is developed by Mr. Farmer and validated by ATRI’s Industry Advisory Panel, to ensure learning is rooted in the actual competency requirements of reward specialists, professionals and managers in the ASEAN and local country context. In late 2017 / early 2018, a Total Rewards Competency Framework Validation Study was conducted, involving detailed review of over 100 compensation & benefits job descriptions for ASEAN-based rewards positions at the specialist, professional, and senior / regional levels.
ATRI is a division of Freelance Total Rewards Pte. Ltd., a Singapore-based consultancy established in 2013 dedicated to advancing more effective total rewards practices in the Asian context. Freelance Total Rewards is owned and managed by Thomas A. Farmer, and consists of a global network of freelance total rewards professionals in Americas, Europe, Middle East, Africa, and Asian regions.

Dr. Mark Bussin
Chairman, 21st Century Rewards, WorldatWork faculty, author of 400 articles and eight books and on rewards topics including co-author of Remuneration Handbook, International Edition (2017) with Dr. Fermin Diez. Advisor to several boards and remuneration committees.
Ms. Bebe Chaves
35 years of HR experience, including leadership roles with Coca-Cola Bottlers Philippines, KFC / RamcarGroup of Companies, Mercury Group of Companies, Philip Morris, Unilever and Warner Lambert / Pfizer. Has led organizations in the areas of rewards, organization development, change management, talent management, performance management and engagement.

More than 30 years of experience in human resources, including consulting, corporate and academic roles in 40 countries in all continents. Author of two books, including co-author of Remuneration Handbook: International Edition. WorldatWork faculty and former global board member. Former Senior Partner, Mercer.
Mr. Thomas A. Farmer, CCP, SPHR, ACTA
Former head of rewards for three multinational companies and regional VP Compensation and Benefits for IHG, Americas and Asia. Formerly with Hewitt and Mercer, has consulted over 150 companies including Sinopec, WalMart, Coca-Cola, and Toyota. Founded Freelance Total Rewards in Singapore in 2013. WorldatWork faculty and exam item contributor.
Mr. Federico R. Marquez, Jr.
Currently SVP Human Resources at St. Luke’s Medical Center, Philippines. He represented the Philippines in the ASEAN 2015 Talent tract sessions held in Brunei and a Governor of Employers Confederation of the Philippines (ECOP) and President Emeritus of Compensation Management Society of the Philippines. Chairman of HR Team Asia, Inc. and HRManagement & Business Solutions, Inc.
Ms. Lynette Ng
Asia Leader of Talent Management for Sanofi and HR Business Leader for Sanofi Pasteur. With more than twenty years of HR and total rewards experience with global multinational companies such as eBay and GlaxoSmithKline. Lynette has managed virtually all areas within HR and rewards in the Asia context.

The ASEAN regional economy is growing faster than any other region in the world. ASEAN’s Gross Domestic Product exceeds that of the European Union. It is one of the most diverse regions of the world in terms of culture, government and economic development. Despite the considerable influence of China, the United States and India, ASEAN’s own intra-regional cooperation is increasing due to a sense of common identity and specific agreements among the member states to support the free flow of capital, goods, and talent. Relationship-based management styles are emerging across sectors, religions, and cultures.
Yet few standards exist. Free flow of talent is inhibited by nationalistic tendencies, immigration policy and lack of common workforce skills and qualification frameworks. Management styles and organization cultures vary between private multinationals, family businesses, local companies and state-backed businesses.
We, the industry panel members of ATRI, believe the best days are ahead for the ASEAN region, and especially for the HR profession. For reward professionals, we face the task of helping organizations attract, retain, and motivate talent in a fast-growing yet diverse region. The HR profession is breaking out from the traditional administrator role, and evolving into an advisory role. We are excited about the opportunities to give back to our profession, in this exciting time for the region.
While ATRI is organizationally a division of Freelance Total Rewards, it is operated in the Philippines by Human Resources Management and Business Solutions, Inc. (HRMBSi) through a licensing agreement.
Our intention is for HRMBSi to manage ATRI operations in other ASEAN countries following initial implementation in the Philippines. No. ATRI is a division of Freelance Total Rewards, a Singapore-based consultancy, founded by Thomas A. Farmer in 2013. From its inception, Freelance Total Rewards, and ATRI-a division of Freelance Total Rewards-have been intellectually independent of any government, university or “big firm” which could be invested in various agendas or perspectives. Governments, universities or big consulting firms, will naturally tend to favour their own approaches, practices, views and even products, through a training and certification program. ATRI is therefore internationally independent, linked only with the total rewards profession itself, and overseen by an industry panel consisting of intellectually free HR practitioners. We are devoted to our profession more than to any one organization.
Note that the world’s most popular global rewards certification is WorldatWork’s Global Remuneration Professional (GRP). WorldatWork has no academic or government affiliation, but draws its legitimacy and credibility from leading total rewards practitioners. Three of our industry panel members are faculty members of WorldatWork, and Dr. Diez has been on their global Board of Directors.
